There is no complex symbolism here. There are ordinary skulls – like trash to the character, things that smolder, decay and crumble, and there are skulls made of raw emeralds, which he fundamentally refuses to notice. He passes by value without seeing it. A similar situation as in Waite's deck. The person is clearly going upward, stepping on heads, but at the same time, behind the veil of his worldview, loses that very value.
